The signing of this note is part of efforts to integrate and cooperate with governmental and private actors in order to strengthen the cultural landscape, maximize investment returns, make it an attractive environment for investment by promoting the viability and sustainability of its projects. The Convention contains general frameworks for joint cooperation with a view to supporting emerging enterprises and cultural sector enterprises with financing, non-financing programmes such as rehabilitation and training programmes. The Convention also provides for support to practitioners of free labour who are engaged in cultural work and provides for the conservation and exchange of experiences. The Cultural Development Fund aims to contribute to supporting developing cultural sectors, stimulating the public cultural landscape, participating in the empowerment of the cultural strategy within the Kingdom ' s Vision 2030, developing appropriate financing channels in cooperation with the various financial institutions, improving the quality of banking services for sector enterprises, promoting digital banking for the development of products and services and raising the quality of business so as to promote domestic and foreign investment and raise the proportion of local content in the cultural sector system. While the Bank for Social Development is the Kingdom-wide economic empowerment portal, the Bank provides financial and non-financial products in many sectors, as well as services that support emerging and small enterprises as well as self-employment, consistent with the Kingdom ' s 2030 vision targets.
